The Auxiliary Boards for Protection and Propagation are an institution under the direction of the Continental Boards of Counsellors responsible for overseeing the protection and propagation of the Bahá’í Faith. They are also serve as one of the Cluster Agencies.[1]

Auxiliary Board Members for Protection are charged with watching over the security of the Bahá’í Faith, and Auxiliary Board Members for Propagation are responsible for working with the grassroots on the global Plans established by the Universal House of Justice. Members of each Board are responsible for a geographical area of jurisdiction and appoint assistants to aid them in their duties.

As of 2016 there were 1134 Auxiliary Board members in total distributed evenly as members for Protection and Propagation across the five Auxiliary Boards.[2] Auxiliary Board members are appointed with the assent of all Counsellors on their Continental Board for five-year terms shortly after the Counsellors themselves are appointed, although the Counsellors are free to change the membership of an Auxiliary Board at any point if it is deemed necessary.[3] Some noteworthy former Auxiliary Board members are listed on this page, however current Board members may be determined and contacted via the relevant local or national Bahá’í Institutions.

Functions

Specific tasks of the Auxiliary Boards defined by the Guardian and listed in the 2001 document Institution of the Counsellors prepared by the Universal House of Justice are as follows[4]:

  • To stimulate and strengthen the teaching work in cooperation with existing administrative bodies.
  • To help activate weak centres, groups and Assemblies through their visits.
  • To assist in the efficient and prompt execution of plans.
  • To keep in touch with pioneers, helping them to persevere and pointing out to them the sacredness of their responsibility.
  • To encourage individuals and Assemblies through correspondence and through visits.
  • To impress upon the believers that the foundation of all Bahá’í activity is unity.
  • To encourage the friends to contribute freely to the various Funds.
  • To bring to the friends attention the importance of individual effort and initiative.

Regarding the Auxiliary Board for Protection Institution of the Counsellors states:

". . . Shoghi Effendi assigned to the Protection Board the specific duty of watching over the security of the Faith. Members of the Auxiliary Board for Protection, as experience shows, also assist in propagating the Cause, but focus much of their energies on deepening the friends’ knowledge of the Covenant and fostering a spirit of love and unity. Their efforts contribute significantly to the growth of the Bahá’í community, for the protection of the Faith is intimately linked to its propagation."

Institution of the Counsellors lists some guidelines for how the Auxiliary Boards are to function but also notes that:

"The flexibility and ease with which the Counsellors and Auxiliary Board members can respond to a perceived need in the community—such as the need for encouragement, explanation of plans, deepening in the Teachings, protection of the Covenant—are notable elements of their functioning."

Regarding the relationship between the Auxiliary Boards and Local Spiritual Assemblies the Universal House of Justice wrote in a 1 October 1969 message:

"Authority and direction flow from the Assemblies, whereas the power to accomplish the tasks resides primarily in the entire body of the believers. It is the principal task of the Auxiliary Boards to assist in arousing and releasing this power. This is a vital activity, and if they are to be able to perform it adequately they must avoid becoming involved in the work of administration. For example, when Auxiliary Board members arouse believers to pioneer, any believer who expresses his desire to do so should be referred to the appropriate committee which will then organize the project. Counselors and Auxiliary Board members should not, themselves, organize pioneering or travel teaching projects. Thus it is seen that the Auxiliary Boards should work closely with the grass roots of the community: the individual believers, groups and Local Spiritual Assemblies, advising, stimulating and assisting them."[5]

History

The Auxiliary Boards were established in 1954 as an extension of the Institution of the Hands of the Cause, which was responsible for protection and propagation of the Faith. Shoghi Effendi instructed the Hands outside the Holy Land to appoint Auxiliary Board members to act as their deputies, assistants and advisers. The Hands appointed members to five Auxiliary Boards corresponding to the five Continents.[6]

Thirty-six Board members were appointed to the Auxiliary Boards upon their establishment with nine being appointed to the Boards for America, Europe and Africa, seven to the Board for Asia and two to the Board for Australia.[7] In Shoghi Effendi's final major message to the Bahá’ís in October 1957 he announced that a second Auxiliary Board was to be established in each Continent, equal to the first, but specifically focused on the protection of the Faith with the original Board to be exclusively focused on the goals of the Ten Year Crusade.[8] Separate Auxiliary Boards for teaching the Faith and protecting it were appointed for each Continent and Board members continue to be assigned either as Propagation or Protection Board members to this day.[9]

The passing of Shoghi Effendi in 1957 raised the problem of the continued existence of the Institution of the Hands and Auxiliary Boards because the Will and Testament of ‘Abdu’l-Bahá stipulated that Hands of the Cause were only to be appointed by the Guardian, and a successor to Shoghi Effendi had not been appointed.[10] When the Universal House of Justice was established in 1963 this was one of the issues it needed to resolve, and it was decided that the resolution would have to be developed while the Hands were still able to assist in the process.[11]

In May 1963 the Universal House of Justice announced that Auxiliary Board members could no longer serve on Local or National Spiritual Assemblies at the same time as serving as an Auxiliary Board member directing those who were both Board and Assembly members to choose which post to continue to serve in by Ridvan 1964.[12] In November 1964 the House instructed the Hands to appoint additional members to each Auxiliary Board, and concluded that it was impossible for new Hands of the Cause to be appointed.[13][14]

In 1968 the House established the Continental Boards of Counsellors to take up the duties of the Hands of the Cause, including directing and appointing members to the Auxiliary Boards.[15] In 1973 the House authorized Auxiliary Board members to appoint assistants to aid them in working with Local Spiritual Assemblies,[16] and established the International Teaching Center, a body based in the Holy Land which assumed the responsibility of coordinating the Continental Boards of Counsellors.[17]

In 1980 the Continental Boards were given greater autonomy over their management of the Auxiliary Boards.[18] In 1986 the Universal House of Justice introduced five year terms for Auxiliary Board members with the inaugural term beginning on November 26, 1986. As such Board member terms have begun in 1991, 1996, 2001, 2006, 2011, 2016, and 2021.[19] Since the Five Year Plan of 2001 Plans of the Universal House of Justice coincide with the beginning of an Auxiliary Board term.

In 1995 the Universal House of Justice issued a message which called for all local Bahá’í communities to begin some level of systematic activity in order to begin developing a community identity and towards this goal the House advised Auxiliary Board members to consider appointing more than one assistant for each community under their jurisdicition.[20]
