The Twelve Month Plan from 2021 to 2022 is one of a series of Plans carried out under the guidance of the Universal House of Justice. The plan was first announced in the Universal House of Justice's Ridván message for 2018.
The major goal of the Plan was establishing an intensive program of growth in 5,000 clusters which was an extension of the timeframe of the goal of the preceding Five Year Plan. By the end of the Plan 6,000 programs of growth were in operation, 5,000 were intensive, and 1,300 had advanced beyond an intensive programme of growth.

The 2018 Riḍván message announced that in 2021 a conference for representatives of all National Spiritual Assemblies and Regional Bahá’í Councils was to be held in the Holy Land to commemorate the Centenary of the Ascension of ‘Abdu’l-Bahá and in January 2022 a conference for all Counsellors and Auxiliary Board members would be held to commemorate the Centenary of the first public reading of the Will and Testament of ‘Abdu’l-Bahá. These two conferences were followed by a series of conferences across the world held to serve as a catalyst for the Plan to take place after the One Year Plan.[1]
In its November 25, 2020, message the Universal House of Justice announced that two films would be released during the One Year Plan with one being about ‘Abdu’l-Bahá and another being about the progress of the Bahá’í community in the first century of the Formative Age. It was also announced that the deadline for establishing intensive programmes of growth for the preceding Five Year Plan would be extended from Riḍván 2021 to Riḍván 2022.[2]
In the 2021 Riḍván message the Universal House of Justice made the following comments regarding the Plan:
"The company of the faithful enter this new Plan at a time when humanity, chastened by the exposure of its vulnerability, seems more conscious of the need for collaboration to address global challenges. Yet, lingering habits of contest, self-interest, prejudice and closed-mindedness continue to hinder the movement towards unity, despite growing numbers in society who are showing in words and deeds how they, too, yearn for greater acceptance of humanity’s inherent oneness. We pray that the family of nations may succeed in putting aside its differences in the interests of the common good. Notwithstanding the uncertainties that shroud the months ahead, we entreat Bahá’u’lláh to make the confirmations that have sustained His followers for so long more abundant still, that you may be carried forward in your mission, your composure undisturbed by the turbulence of a world whose need for His healing message is ever more acute."[3]
In its December 30, 2021, message to the Counsellors Conference the Universal House of Justice reported that it anticipated that by the end of the One Year Plan 6,000 clusters will have a program of growth, close to 5,000 clusters will have passed the second milestone and 1,300 clusters will have advanced further.[4]

Upon the conclusion of the Plan at Ridvan 2022 the Universal House of Justice wrote:
"In the extraordinary rise in capacity that has occurred in the last two decades—and which has made it possible for the Bahá’í world to view its endeavours in terms of the release of the society-building power of the Faith—we see incontrovertible evidence that the Cause of God has entered the sixth epoch of its Formative Age. We announced last Riḍván that the widespread phenomenon of large numbers participating in Bahá’í activities, being kindled by faith, and acquiring the skills and abilities to serve their communities signalled that the third epoch of the Master’s Divine Plan had commenced; thus, the One Year Plan, at its inception then and at its conclusion now, has come to mark a set of historic advances made by the company of the faithful. And at the threshold of a new, mighty undertaking, this united body of believers stands ready to seize the possibilities wide open before it.[5]
