I'd like to suggest modifying this page so that letters used in Persian and Arabic names, following Bahá'í orthographical conventions, are at the top.

What do you mean by "at the top"? Top of the article, in the first lines? And then in the body: just common European usage, like: "Tehran" vs. "Tehrán" ?
- No, I mean editing MediaWiki:Edittools (which only administrators can do) so that a line like:
<charinsert> Á á Í í Ú ú Ḍ ḍ etc </charinsert>
- comes at the top of the page, maybe where mathematical symbols are now. Then whenever someone is editing a page, they can easily scroll down the page and click on the special letters to insert them into Persian and Arabic names. Now it takes some searching for letters like 'ú' or 'ṭ'. To what extent we should make use of such spelling in articles is another matter, raised here.
