Manchester is a city in the north-west of England. It was formerly part of Lancashire, but the cities of Manchester and Salford, together with a large number of separate industrial towns, were put together as "Greater Manchester County" in 1974. In the nineteenth century, Manchester Corporation took certain measures, ahead of any other city, introducing a supply of fresh water, a sanitation system, street lighting, etc., in order to improve life for the working population of the city. "What Manchester thinks today, the rest of the world will think tomorrow" was the watchword. Although trams (streetcars) were removed from virtually every British street after the end of World War II, Greater Manchester was one of the first areas to lay new track, and re-introduce this form of transport, first running in 1992.
When the Bahá'í Faith reached Britain, Manchester was one of the first cities to benefit. Manchester had a Local Spiritual Assembly when there were only four in the country. Many of the Bahá'í books which were published were stored in Manchester, courtesy of Albert Joseph, manufacturer in the city. Manchester has a well-used Bahá'í Centre, on one of the radial routes out of the city. It is quite noticeable, and is located in an area which includes a lot of university students.
When the Universal House of Justice announced that the world would be divided into clusters, and that work would begin towards Intensive Programmes of Growth, the ten boroughs of Greater Manchester County were formed into one (clearly defined) cluster, and it very quickly achieved all the pre-requisites to be regarded as an "A" cluster - one with a Programme of Growth. In this it was followed about a week later by the Greater London cluster, echoing Manchester's historic status as leading the way!
