Update for clarification

Hi everyone, since there has been some back-and-forth about B:GATEWAY in the past few days I thought I would take the initiative to give it a rewrite and add some clarifying notes. The purpose of my edits is not to change the policy but to make clearer what was already there, and also to clearly tie the policy in with Bahaipedia:Verifiability and Bahaipedia:Bahá’í point of view.
